about us

21HSC’s Wraparound Children and Families Support Service provides responsive, flexible and practical support for children, young people and families across home and community settings.

The service is registered with the Care Inspectorate Scotland under registration number CS2026000239 and has been developed to support families at the right time, with the right level of care, guidance and intervention.

Led by an experienced Registered Services Manager

Our Wraparound Children and Families Support Service is led by Ricky Mullen, Registered Services Manager.

Ricky joined 21HSC in January 2026 and brings over 20 years of experience as a registered services manager across both children’s and adults’ services. His knowledge, leadership and frontline experience strengthen our ability to provide safe, responsive and person-centred support for children, young people and their families.

Providing market leading social care services and recruitment

Our service has been created to support children, young people and families who need practical, emotional, social or crisis-based support.

We work with families in their own homes and local communities, with a focus on early intervention, relationship building, positive parenting and better long-term outcomes.

Our aim is to support children and young people in a way which improves emotional wellbeing, strengthens family relationships and helps reduce the need for longer-term intervention.

Why this service has been developed

21HSC has built a strong reputation as a specialist health and social care recruitment agency since being established in November 2022.

A large part of our work involves recruiting and supplying experienced staff on a temporary, relief and ad hoc basis, alongside supporting clients with permanent recruitment across statutory, voluntary and private care and support sectors.

Through our work with local authorities and partner organisations, we have seen growing demand for additional support for children, young people and families within the community and home environment.

By extending the services we already provide, 21HSC is helping partners address gaps in support with a focus on early intervention, intensive family support, relationship building and holistic care.

Our goal is to help families receive support earlier, reduce pressure on local authority services and improve outcomes for children, young people and their families.

Investing in our staff team

21HSC is committed to developing a skilled, qualified and confident staff team.

As part of this commitment, we have entered into a formal arrangement with Moore House Training Academy to support staff working in the field to gain professional qualifications, including the HNC in Social Care and SVQ 3 in Children and Young People.

21HSC will contribute towards training costs for eligible staff. Our Registered Manager will also support staff with applications to funding bodies such as SAAS, helping them access eligible funding streams to support qualification attainment.

This investment helps us maintain high standards, support staff progression and deliver a stronger service for children, young people and families.
